So yes I've now lost the local copy of my library contents and playlists but I'm pleased to say I can re-download everything I need from the cloud whenever I want to create a new playlist and/or burn to audio CD. Note, however, that to make this work I first had to delete the iTunes folder from Music on my hard drive because the older version of iTunes was incompatible with the newer iTunes l file. This completely solved the CD burning problem. I uninstalled iTunes version 12.7.2.60 and installed iTunes version 12.6.2.20 for which I had luckily kept an old download.
